Linux USB: device not accepting address XX, error -71

[PROBLEM]
Connected USB device on Ubuntu/Debian, but it didn't show up.
dmesg says:
[2500414.570370] usb 1-1.3.3: device not accepting address 35, error -71
[2500414.572031] usb 1-1.3-port3: unable to enumerate USB device
:(


[SOLUTION]
Haven't found a clean way of fixing this yet.
But here are 2 workarounds:

1) Reconnect to other hub:
If the error appears connecting to a USB hub, try connecting the device directly to the mainboard.
If the error appears connected directly to the mainboard: do it the other way around and connect it to the hub.

2) Reboot.
Yes. Sorry. I know this is windows-admin-style, but if nothing else works, then a reboot usually resolves this issue... :(
