Ubuntu: snap not working "connection refused"

Ubuntu: snap not working "connection refused"

Tried to install a SNAP package on Xubuntu 16.04, but got this message:
error: cannot communicate with server: Post http://localhost/v2/snaps/vlc: dial unix /run/snapd.socket: connect: connection refused
To be continued...
Jumping out of an airplane is not a basic instinct. Neither is breathing underwater. But put the two together and you're traveling through space!
